- Thirty four years of residential construction, homebuilding and management experience, specializing in single-family detached, single-family attached, multifamily garden apartment, low and mid-rise condominium construction. I completed two major renovation projects converting apartments to “for sale” condominiums. I managed and built ten custom homes and a $2.5 million dollar custom residential renovation project in N.W. Washington, D.C.
- I have been a self-employed business owner, general contractor, a carpentry subcontractor and remodeler. I am currently managing a homebuilding operation that produces an average of 4 million dollars annually. I was the construction manager in charge of developing, designing and building a multi-use indoor pool and recreation complex at Bryce Mountain Resort. I was on the management team involved in building and developing commercial low and mid-rise office buildings. I have been used as a construction expert in several legal cases.
- I am the managing principal of a small homebuilding company and I was a managing partner in a mid sized homebuilding company for 25 years.
- I have in depth knowledge of homebuilding construction, practices, controls and techniques. Full administrative and management responsibilities at an executive/ owner level.
- I have a full working knowledge of program management including land acquisition, land development, construction, contracting, selling, marketing, accounting, financing and risk management.

- I have served as an expert witness in several construction litigation hearing.

Member, General Manager Owner of a small homebuilding and development business that produces 6 to 10 high quality speculative single family detached homes a year in specific infill areas of Northern Virginia. Annual volumes as high as $4.5 Million a year. Since 1999, we have settled nineteen homes; will settle 1 more home early next year.

Vice President/Partner/COO
Operating principal and partner in charge of the day-to-day operations of homebuilding and other real estate ventures producing an average of one hundred twenty five dwelling units and generating 35 million dollars annually. Responsibilities ranged from land acquisition to out conveyance of individual properties. I purchased raw land and finished lots. I was responsible for any rezoning; the actual development process, including the land development and site engineering, market research, product development, product planning, contract management, budget analysis and control, financial and risk analysis, marketing and sales coordination, onsite supervision, out conveyance and settlement, warranty program management and profit generation, projection and analysis. I managed an organization of 5 individual departments and up to 50 employees.
1975-1991—Edward R. Carr and Associates, Inc., Annandale, VA.
During this period, I held four positions.
From 1975, I was the Purchasing Agent and was responsible for the procurement and contracting for all construction material.
In 1978, I became the Assistant to the Vice President in managing land development activities for as many as fourteen projects. I was also the company’s legal liaison. I managed all construction customizing and change order control.
I managed a small custom home division.
In 1980, I become the Assistant Vice President and managed the Customer Service department.
In 1984 until 1991, I was Vice President of Construction. I was responsible for all construction office functions and field operations. At times, construction activities peaked at 400 homes per year within thirteen active subdivisions. I managed seven (field operations, design center, customer service, land development, contracts management, procurement and product development) departments and as many as seventy-five people. Some years our home building revenues exceeded 65 million dollars.
